Our Eagle EMCC™ (Enhanced Mobile Carriageway Closure) vehicles combine the latest anti-incursion technology with Highway Care’s engineering expertise to provide an effective and operationally efficient solution that enhances safety while reducing the need for road closures and diversions.
Robust protection from incursions
Deployed as either single or multiple vehicles, the Eagle EMCC™ is fitted with an alert system that can be activated by any vehicle, with interconnecting technology. This innovative system communicates with personal wearable devices issued to each member of the team working in the carriageway, generating automated audible and haptic alerts, which increase in output strength as the vehicle passes through the pre-determined stages of the process (500m warning, 200m incursion). An incursion alert can also be triggered manually using the in cab controls to warn the workforce of an errant vehicle, allowing operatives to move to a place of relative safety.
The accuracy, and quality, of the Eagle EMCC™’s incursion alerts is due to eight high-resolution cameras positioned on each vehicle (at the front and rear, x2 on each flank, one facing the VMS and one looking at prism sign). Recorded in HD, the cameras enable clear identification of every vehicle that passes the EMCC regardless of the travelling speed, weather conditions or the time of day.
Providing livestream to the cab and constant recording when the vehicle is operation, these cameras enable greater safety for operatives in the event of any incursion, in addition to evidence recollection to support prosecution in the event of an incursion incident.

Operational Benefits
Featuring a retractable variable message sign (VMS) with an integral wind deflector, our Eagle EMCC™ vehicles provide clear driver information, while allowing operators to fold down the VMS when it is not in use. The enclosed design and reduced height protects the VMS equipment and reduces wind resistance, helping to improve fuel economy.
A single touchscreen in the cab of each EMCC vehicle directly controls the integrated VMS and prism sign, and the prism sign rotates to the selected sign face for ease of selection, prompting automatic display operation. The prism sign and VMS positions are displayed to the operator on the touchscreen in cab, and additional LED indicators inform the driver of the prism sign position if the touchscreen is switched off. In addition, a Not Stowed warning light is displayed to inform the driver that the VMS is not fully closed, enhancing safety by ensuring that equipment is always retracted for transit.
Our Eagle EMCC™ is supplied with access to a dashboard, providing instant access to location and operational data, enabling real-time management information and incident reporting.
